Not all traffic processed between 22:48 and 23:34 CET

Resolved
The Red Hat 3scale cloud authorization service (Service Management API) experienced a service degradation:

Jan 26th from 22:48PM to 22.57 CET only 10% of traffic was processed due to a system overload during a resync following the recovery of a network partition on our data layer.
Jan 26th from 23:32 to 23:34 CET only 20% of traffic was processed due to another network partition failure. This time, a resync did not occur, as such we had downtime only during the time it took to recover the network partition.
